Job Title: Transport Manager
Location: Rugby Borough Council - Work Services Unit, Hunters Lane
Work Mode: Hybrid (1-2 days working from home)
Pay Rate: £19.81 - £21.98 (PAYE) per hour
Working Hours: 37 hours per week
Assignment Duration: 3-5 months temporary
Job Overview:
Rugby Borough Council is seeking a highly skilled Transport Manager to oversee and manage the Council's vehicle fleet and transport services. This temporary role is essential for ensuring the efficient operation and maintenance of our fleet, fulfilling statutory responsibilities, and supporting the development of a fleet replacement programme.
Key Responsibilities:
- Transport Management: Act as the Council's named transport manager, ensuring compliance with statutory and Operating License obligations.
- Fleet Oversight: Manage the vehicle supply and maintenance programme, including procurement and disposal of vehicles.
- Performance Monitoring: Monitor fleet and driver performance, implementing improvements as necessary.
- Operating License: Maintain and ensure compliance with the Operating License, acting as the key contact with the Traffic Commissioner's Office.
- Contract Management: Manage contracts related to fleet services, including fuel, telematics, and maintenance.
- Carbon Reduction: Develop strategies to reduce fleet CO2 emissions through various management techniques.
- Safety and Efficiency: Enhance fleet safety and efficiency, including driver training and accident investigation.
- Team Management: Supervise workshop staff and manage the transport budget in collaboration with the Finance Business Partner.
- Public Interaction: Handle enquiries and complaints from elected members, residents, and contractors.
Essential Criteria:
- Certificate of professional competence in transport management (Freight National, road haulage, or equivalent).
- Significant management experience in fleet/transport services.
- Good knowledge of legal requirements relating to transport, fleet, and Health & Safety.
- Experience in managing a diverse team and effective fleet replacement and procurement.
- Excellent interpersonal, communication, and report writing skills.
- Full clean driving license.
- Experience in local government or waste management.
- Knowledge of climate change and experience in reducing carbon and fleet emissions.
