Job Title:
Housing Enforcement Officer

Location: The Guildhall, Northampton

Hours: 37 hours per week

Pay Rate: £45 per hour (Umbrella) - Negotiable

Work Mode: Hybrid (2-3 days in the office)

Assignment Duration: 3 months temporary (with potential for permanency)

Purpose and Impact:

Opus People Solutions, on behalf of West Northampton Council, seeks a dedicated Housing Enforcement Officer to improve housing standards in West Northamptonshire's private sector. Your role will involve advising landlords, conducting inspections, and implementing enforcement actions to ensure safe and habitable living conditions. Additionally, you'll collaborate with HMO owners to uphold licensing regulations and property management standards.

Responsibilities:

  • Conduct property inspections, serve notices, and prepare cases for enforcement actions.
  • Collaborate with HMO owners to ensure compliance with licensing regulations.
  • Investigate complaints and evaluate risks to determine appropriate remedies.
  • Foster relationships to facilitate information flow and coordinated service delivery.
  • Address harassment, unlawful eviction, and homelessness prevention.
  • Identify and address unlicensed or high-risk HMOs.
  • Stay updated on housing enforcement developments and legislation.
  • Contribute to initiatives aimed at improving housing conditions.
  • Manage information efficiently and securely using Office 365 and internal IT systems.
  • Challenge discriminatory practices and prioritise health and safety concerns.

Requirements:

  • Excellent communication and negotiation skills.
  • Ability to work independently and prioritise effectively.
  • In-depth understanding of housing legislation and enforcement powers.
  • Experience in private sector housing regulation and enforcement.
  • Familiarity with HMO Licensing Schemes and compliance requirements.
  • Housing Health and Safety Rating Scheme certification (desirable).
  • Full driving license and access to own transport.
