Job description

Opus Northamptonshire on behalf of West Northamptonshire Council is looking for Transport Planners to assess, plan, implement, monitor and review requests for transport and ensure that the service meets the demands and specialist requirements of the service user, and that transport is provided in the most efficient way whilst at the same time maintaining a high standard of provision.

These are full- time, office- based roles. Initially, 3 months.

This is office based role in NN1 1ED, Northampton.

Main accountabilities:

1.

Determine eligibility for transport, assess, analyse, and plan ensuring that the needs of the individual(s) are adequately met and that transport is provided in the most efficient way whilst maintaining a high standard of service in accordance with all relevant policies and procedures. A good understanding of the Education Act (1996), and the Education and Inspections Act 2006 with particular emphasis on Home to School Transport.

2.

Ensure a multi-agency approach to all planning, which will include communicating with schools, service users, service providers, social workers, care managers, establishments, parents and policy makers in order to develop awareness, understanding of solutions for common issues and thus resulting in a decrease of reactive queries and complaints.

Assess client information received from all sources to determine if there are safeguarding or health and safety implications that will need a risk assessment and ensure that these are received and considered during the planning process.

4.

Determine the most cost effective way in providing transport for clients, including children of statutory school age, post 16 and concessionary students and vulnerable children & adults. The jobholder will also be required to cover for the Senior Transport Planner and any other Transport Planner where required.

5.

Ensure that, where required, parents/legal guardians receive confirmation of transport arrangements prior to the first journey commencing and are provided with any relevant bus pass for this journey.

6.

Supervise the Transport Planning assistant as well as provide guidance and support to other colleagues, service users, partners and professionals both internal and external, developing effective relationships in order to reach agreed outcomes of service delivery that meet the appropriate/relevant requirements.

7.

Develop, implement and maintain the current database and routeing software in order to ensure that accurate records are kept and that the data can be used to provide statistical information for budget management and future demands.

8.

Ensure all client information is kept confidential in accordance with the Data Protection Act and GDPR and demonstrate awareness and understanding of Equal Opportunities to ensure equality during the planning process and mitigate the possibility of challenges from parents/carers and other agencies.

9.

Continually review current transport arrangements to ensure that the quality of the provision is of a high standard, and vehicles are appropriately utilised and represents value for money. Where necessory, negotiate contract pricing with service providers where a variation is required.

10.

Investigate the absence of clients especially the elderly living alone, the continued absence of children currently assigned transport provision and the absence/lateness of parents whose children are brought home by NCC transport. These are then monitored to ascertain their safety and where it is felt necessary, our safeguarding representative is contacted and informed.

11.

To ensure that a Health and Safety culture is maintained throughout the team and is inherent in the decision making process to ensure the welfare of all service users and staff associated with the service both internal and external.

12.

Support and where appropriate be responsible for ensuring that all relevant service levels and associated KPI targets are achieved.

13.
