Job Title: Project Surveyor

Reports to: Housing Capital Investment Team Leader Responsible for: Contractors Directorate: Adult, Health Partnerships & Housing Service Area: Housing Maintenance & Development

Job Purpose:

To deliver a professional and technically competent capital investment service across the Council's housing stock (approx. 8,250 properties). The role supports the development and implementation of the Housing Revenue Account (HRA) Capital Programme and ensures projects are delivered safely, efficiently, and in compliance with statutory requirements.

Key Responsibilities:



Programme Development & Management

  • Identify and scope capital and maintenance projects

  • Prepare cost estimates and monitor budgets

  • Conduct stock condition and energy surveys

  • Provide regular progress and expenditure updates



Project Management

  • Lead major capital investment projects from brief to completion

  • Prepare specifications, tender documentation, and manage procurement

  • Act as Project Manager, Contract Administrator, and Clerk of Works

  • Liaise with tenants, Housing Officers, and statutory bodies

  • Ensure snagging, handover, and defect resolution are completed

  • Manage technical consultants and feasibility studies

  • Submit planning and building regulation applications

  • Ensure CDM compliance and support leasehold consultation



Technical & Compliance Support

  • Investigate building defects and recommend solutions

  • Provide technical input on new housing developments

  • Maintain performance data and reporting systems

  • Attend tenant consultation meetings and exhibitions

General Duties:

  • Promote equality, safeguarding, and corporate parenting responsibilities

  • Comply with Council policies, financial regulations, and health & safety standards

  • Undertake other duties aligned with the role's grade and scope
