Title: Adults Social Care Financial Services Manager
Rate: £500
Type: Temporary for 6-12 months
Location: Walsall Council, Civic Centre, Darwall Street, Walsall. WS1 1TP

Opus People Solutions are working with Walsall Council to recruit for an interim Adults Social Care Financial Services Manager. The role will be to lead on the transformation of the ASC finance systems and processes as well as manage the finance team.
The person will need to understand ASC financial processes and duties under the Care Act The person will need to have had experience of leading transformation and implementation of Brokerage functions within ASC The person will work closely with commissioning colleagues The Council uses Mosaic, so a working knowledge of Mosaic would be extremely helpful.

Main Responsibilities:

  • The post holder will comply with and promote the Council's Health, Wellbeing and Safety at Work policies and ensure these are implemented effectively within his/her areas of responsibility.

  • Ensure that the services provided aligned to the Council strategy, vision, aims, objectives, priorities and continuous improvement programme and play their part in achieving these. This includes compliance with Standing Orders, Financial Regulations, Code of Conduct and the Councils Policies and Procedures.
  • As service lead for the Social Care Financial Services, you will manage the interdependencies between the separate service areas Financial Assessments and Charging Team, Client Welfare Services and the Commissioned Care Services Payments Team and Brokerage.
  • To be responsible for initiating transformational change and the development of a strategic vision, operational and business planning for the Social Care Financial Service
  • To provide strategic direction and leadership for services which includes: Community and Residential Care financial assessments, Deferred payments, Direct payments, Independent Personal Budgets, Commissioned Services Payment, Appointee ship and Deputyship, Self-funders and Brokerage
  • To be accountable for the effective management of the service portfolio.
  • To be responsible for the development of a performance framework aligned to service performance, delivery and benefits rationalisation.
  • To provide oversight, technical expertise, professional support and advice in the areas of Community and Residential Care financial assessments, Deferred payments, Direct payments, Independent Personal Budgets, Commissioned Services Payment, Appointee ship and Deputyship and Self funders and brokering of commissioned services
  • Strategic management of Appointee ship and Deputyship team ensuring compliance in accordance with the statutory requirements of the Office of Public Guardian (OPG) and Department of Work and Pensions Regulations.
  • Review and develop systems and processes supporting the Directorate to mobilise digital systems, new policies, best practice to imbed within Adult Social Care Operations department in preparation for government reforms.
