Rate - £550 per day

Shropshire Council has recently made the decision to invest in growing significantly the capacity and capability of its Procurement and Contract Management. The function will act as a 'hub and spoke' model with core expertise held centrally to support Service Areas across the Council to undertake effective sourcing and contract management. As part of a strategic transformation plan, we are now seeking a procurement and contract management transformation lead to drive the change agenda and ensure adoption of new ways of working across the council.

In summary, the activities to be managed are:

  • Evolution and approval of revised ways of working in respect of sourcing activity across the central procurement team, service areas, finance, legal etc based on recently agreed accountability principles
  • Project managing a 'pilot' rollout of the above ways of working to a defined Service Area, engaging stakeholders, influencing behaviours, monitoring effectiveness and facilitating feedback to update the proposed approach based on lessons learnt.
  • Working with the Contract Management Lead, evolution and approval of a Contract Management Framework and associated ways of working consistent with GCF guidance. Creation of Contract Management Plan templates to be used by the business as part of the handover between sourcing and delivery phases.
  • As above, managing a 'pilot' rollout of the above working to a defined Service Area engaging stakeholders, influencing behaviours, monitoring effectiveness and facilitating feedback to update the proposed approach based on lessons learnt.
  • Working with the Commercial Governance and Compliance Lead, evolution and approval of commercial governance and assurance principles and ways of working. Rollout of the new ways of working across the organisation to ensure understanding and 'buy-in'.

The Transformation Lead will be expected to plan, prepare and manage all communications associated with the above activities, to identify and manage stakeholders effectively, provide regular reports as to progress, maintain a transformation risk register and progress associated mitigation actions.
