Training & Compliance Officer (Waste Services)

12-Month Temporary Contract / Full Time / Category C Licence Required

We are seeking an experienced and proactive Training & Compliance Officer to join a local authority Waste Services team on a 12-month temporary contract starting ASAP.

This is a unique opportunity for someone with experience in operational training, driver coaching, compliance, and workforce competency management to play a key role in supporting a safe, compliant, and high-performing frontline workforce.

The successful candidate will take ownership of training and competency assurance across Waste Services and the wider Workforce Services Unit (WSU), covering drivers, loaders, street cleansing operatives, and other frontline employees. This role combines strategic oversight of training compliance with a hands-on presence across depot operations, coaching staff and maintaining high operational standards.

About the Role

You will be responsible for building, maintaining, and managing a single, accurate training and competency matrix, ensuring all operational employees hold valid qualifications and receive appropriate refresher training when required.
This is not a desk-based compliance role. Alongside matrix ownership, you will spend time on-site and on the road with crews, coaching drivers, carrying out assessments, monitoring standards, and identifying opportunities for improvement. You will act as a key point of contact for operational training compliance and support managers in maintaining safe and effective working practices.

Key Responsibilities

• Build and maintain a comprehensive training and competency matrix covering all frontline operational roles.
• Monitor qualification, certificate, licence, and refresher training expiry dates, ensuring compliance is maintained at all times.
• Deliver training programmes aligned with Council standards, operational requirements, and legislative obligations.
• Coach and develop drivers to improve driving performance, reduce accidents, and minimise Operator Licence contraventions.
• Support depots and operational teams in achieving vehicle gate check, crew monitoring, and route risk assessment standards.
• Observe, identify, and correct unsafe or non-compliant behaviours through practical coaching and mentoring.
• Report vehicle cleanliness and condition concerns to relevant operational managers.
• Coordinate specialist training through internal subject matter experts or external providers where required.
• Deliver inductions for permanent, temporary, and agency workers, ensuring all site-specific policies and procedures are understood before duties commence.
• Conduct driver assessments, vehicle familiarisation sessions, walk-round check training, and periodic reassessments.
• Support the monitoring of tachograph infringements and provide coaching to reduce repeat offences.
• Deliver toolbox talks and targeted refresher training following incidents, audits, or legislative changes.
• Maintain accurate, audit-ready training, competency, and compliance records.
• Support managers with investigations and identify training needs arising from incidents, audits, or performance issues.
• Act as the Council's operational lead for training compliance, supporting Health & Safety, DVSA, and Traffic Commissioner requirements.

Essential Skills & Experience

• Previous experience in a training, coaching, or development role, or significant operational driving experience within waste management or a similar service environment.
• Category C (or above) driving licence with experience operating a range of vehicle types.
• Experience developing and maintaining training matrices and competency records within fleet, waste, highways, transport, or local government environments.
• Strong understanding of DVSA guidance, Operator Licence compliance, and relevant Health & Safety legislation.
• NEBOSH National General Certificate (or equivalent), or IOSH membership (or working towards).
• Excellent communication, coaching, influencing, and stakeholder management skills.
• Ability to work independently while building effective relationships across operational teams.

Desirable Qualifications

• TAQA (Training, Assessment and Quality Assurance).
• Driver CPC Instructor or Driver Assessor qualification.
• Transport Manager CPC.
• LGV entitlement above Category C.
• WAMITAB qualification and/or CIWM membership.
