A Midlands-based unitary authority is delivering a significant transformation across its Adults Social Care and Commissioning services following a recent restructure. While a new operating model is now in place, there remains a critical need to strengthen delivery, embed ways of working and establish a robust quality framework across the provider market.

This interim role offers an opportunity to take ownership of the quality assurance function at a pivotal stage, leading the transition from an outsourced model to a fully in-house service.

The successful candidate will be responsible for designing and embedding a refreshed approach to quality assurance, ensuring strong governance, clear oversight and effective risk management across a complex provider landscape. You will lead the development of a visible and proactive quality function, enabling teams to undertake assurance visits, respond to emerging concerns and drive improvement across the market.

A key priority will be to establish a robust quality framework, including provider self-assessment processes and the supporting systems and infrastructure required to underpin effective oversight. Alongside this, you will lead the recruitment and development of the quality function, creating a delivery-focused culture with clear accountability and pace.

The environment is evolving, with known areas for improvement and sensitivities around current performance. The provider market is characterised by a large number of smaller organisations with varying levels of internal quality infrastructure, increasing the importance of strong leadership and clear direction.

This role requires an experienced interim leader with a strong track record in adult social care quality assurance and provider oversight. You will bring experience of designing and implementing quality frameworks, alongside broader transformation expertise, including service redesign and workforce transition. Credibility with senior stakeholders is essential, as is the ability to operate at pace, balancing strategic priorities with immediate operational demands.
