Retrofit Surveyor

Opus People Solutions are hiring for a Retrofit Surveyor within Rugby Borough Council, based in Rugby.

The role is 37 hours per week, offering hybrid working with site visits across occupied residential properties as required, and a competitive hourly rate, with a contract length of approximately 3 months. Please see a high-level overview of what the position involves below:

• Acting as the Council's client-side representative, providing independent quality assurance and technical oversight across the Warm Homes: Social Housing Fund Wave 3 programme.
  * Undertaking site inspections of retrofit works, monitoring compliance with approved designs, specifications, PAS 2035 requirements, Building Regulations, and contract standards.
  * Inspecting energy efficiency and decarbonisation measures including external wall insulation, cavity wall insulation, loft insulation, ventilation improvements, solar PV systems, and low-carbon heating technologies.
  * Identifying defects, non-conformities, and quality concerns, producing inspection reports and photographic evidence, and ensuring corrective actions are implemented.
  * Managing snagging inspections, monitoring remedial works, and supporting practical completion and handover processes.
  * Reviewing handover documentation including certification, commissioning records, warranties, PAS 2035 compliance documentation, and Building Regulations evidence.
  * Undertaking damp, mould, and condensation assessments and providing technical recommendations on remedial actions.
  * Supporting investigations into resident complaints, construction defects, and technical issues while providing independent professional advice to stakeholders.
  * Producing inspection reports, monthly summary reports, and ad-hoc technical reports to support programme delivery and compliance requirements.

The ideal candidate will have experience with:

• Working as a Clerk of Works, Retrofit Surveyor, Building Surveyor, Quality Inspector, or Retrofit Inspector.
  * PAS 2035 retrofit projects and social housing improvement programmes.
  * Inspecting retrofit measures including insulation, ventilation systems, solar PV, and low-carbon heating technologies.
  * Damp, mould, and condensation investigations within occupied residential properties.
  * Producing detailed technical reports and engaging with contractors, residents, and stakeholders.
  * Previous experience within Local Government.
