Through the new arrangement, Opus will act as the council’s Managed Service Provider (MSP), managing all temporary agency recruitment activity both directly and through its network of approved supplier agencies. This creates a single, controlled route for engaging agency workers, improving oversight while simplifying the process for hiring managers and candidates.
WMTemps supports this approach by connecting the council to a framework designed specifically for West Midlands local authorities. Developed by West Midlands Employers, WMTemps provides a consistent structure for managing agency recruitment, helping councils address common local government workforce issues such as off-contract spend, inconsistent processes and limited visibility of workforce data.
By working with Opus through WMTemps, the council will adopt a joined-up and transparent approach to agency workforce management, with a strong focus on savings, consistency and long-term workforce outcomes.
