Opus People Solutions is delighted to welcome South Staffordshire Council as the latest authority to join the WMTemps framework, marking another step forward in strengthening collaborative, cost‑effective temporary staffing solutions across the West Midlands.

WMTemps, developed by West Midlands Employers (WME) in collaboration with West Midlands councils and powered by Opus People Solutions, offers an ethical, high‑quality and cost‑effective approach to temporary staffing for the region. As the first regional agency solution of its kind, the framework was created to address long‑standing workforce challenges such as rising agency costs, increased reliance on temporary labour and limited visibility of agency expenditure.

South Staffordshire Council is the ninth local authority to join the framework, alongside Wyre Forest District Council, Bromsgrove District Council, Redditch Borough Council, Walsall Council, Telford & Wrekin Council, Rugby Borough Council and Shropshire Council. Their addition highlights the continued confidence councils are placing in WMTemps and the shared commitment to building sustainable, collaborative workforce solutions across the region.

As the framework’s delivery partner, we are proud to welcome South Staffordshire Council to our growing network of over 30 local authority and third sector clients nationwide. To date, Opus People Solutions has delivered more than £60m in savings across all of our contracts by improving workforce visibility, reducing off‑contract spend and supporting long‑term workforce planning. Within WMTemps specifically, councils have already seen substantial cost and efficiency gains as they reduce agency reliance and move toward a more sustainable staffing model. We look forward to working closely with South Staffordshire Council’s teams to ensure temporary staffing is managed effectively and efficiently.

What continues to set WMTemps apart is its collaborative regional model. By working with the same supplier under shared standards and processes, councils can reduce competition for talent, stabilise rates and create space for joint problem‑solving and innovation. This unified approach is helping the region address immediate workforce pressures while preparing for future service demands.

South Staffordshire is the first of several councils set to join WMTemps this year, reflecting the growing recognition across local government of the benefits of a coordinated approach in tackling the challenges faced by councils nationwide. More updates will be announced soon.
