About the job:

As a Training Manager – Public Health, working for Cambridgeshire County Council through Opus Cambridgeshire, you will lead, develop, and implement all Covid-19 related training on behalf of Public Health in the region.

Responsibility within the first few weeks will be to lead on the coordination of Test and Trace Training across the region. Following this, a training needs analysis of general Covid awareness and prevention is needed, before finally procuring or developing, and delivering required training.

Working remotely during Covid-19/normal office base from late Summer 2021, Alconbury Weald.


  • Work with Public Health and Health Protection teams across the region to identify the additional workforce that may be required in the event of a worsen in the pandemic. Liaise and negotiate with existing HR teams to determine how employees will move and undertake work across organisational boundaries, allowing the needed workforce to be mobilised quickly and where needed.
  • Undertake a full training needs analysis in line with the requirements of the Local Outbreak Plan, and workforce and stakeholders identified in the workforce planning exercise outlined above. Identify key stakeholders that will require training, including what level of training and accreditation required for each group, in order that they can play an effective role in outbreak prevention and control along with contact tracing when required.
  • Prevention training will require a whole systems approach to ensure that communities, services, elected members and workplaces are trained to disseminate and promote the correct prevention messages.
  • Based on the training needs identified, and within the funding available for training, source suitable training solutions.  Identify existing training packages wherever possible, building on what may be available from PHE, the national NHS Test and Trace training and other sources.
  • Where training packages do not exist, work with colleagues in PHE and in other local authorities in the region to develop suitable local training packages in conjunction with subject matter experts and with support from the LGSS Learning and Development team.
  • Lead on the design, delivery and evaluation of Covid related tailored blended learning and development interventions and activities, utilising latest innovative technologies and up to date practice to deliver this.
  • Determine the best arrangements for delivering training and work with colleagues in LGSS Learning and Development to plan, develop and deliver training.  Identify the best way to deliver this training, using remote and online delivery as default.
  • Project manage the whole training offer, keeping logs, managing risks and reporting back to Public Health, HR Strategy, Policy and Projects Manager as well as related programme boards.
  • Develop and apply evaluation processes to review the quality and impact of the training offering. Discuss this with Public Health regularly to ensure value for money, as well as ensuring it meets the needs of the pandemic and changing national picture.

The successful candidate will hold relevant qualifications i.e. Degree/CIPD together with proven experience within Human Resources/Training. A knowledge of training needs analysis tools and theory are essential, together with ideally public health or related knowledge.

With the ever changing pandemic, there will need to be some flexibility in the work that is undertaken.
