About the job:

As a Test and Trace Programme Manager for Cambridgeshire County Council through Opus Cambridgeshire, you will provide project management support to all local Test and Trace activity within Cambridgeshire and Peterborough. The role will be required to develop large County wide processes, coordinating numerous workstreams of activity, and lead on the logistical arrangements for all Test and Trace activity.

Flexible working – from home/Scott House, Huntingdon

This is a temporary job for an initial three months until March 2021, but could be extended.

  • Coordinate all test and trace activity under one programme from inception, to implementation and completion. Numerous workstreams are already in place, but require coordinating to remove duplication, progress with actions, and respond rapidly to changes in national test and trace activity.
  • Develop and manage the implementation of test and trace activity around:
    -Backwards Contact Tracing
    -Lateral Flow Testing
    -Follow Up Contacts
    -Any extension to the existing Local Enhanced Contact Tracing activity
    -Other extensions to the local test and trace system as needed
  • Work closely with Public Health and the Countywide Covid-19 Coordination Hub who will provide technical advice and support on the workstreams.
  • Utilise appropriate programme management tools and experience in order to effectively programme manage the vast range of activity, ensuring the co-ordination, sequencing and cross cutting issues are considered and managed well and ensuring an appropriate level of oversight of the programme risks, issues and progress is maintained.
  • Challenge and holding others to account, seeking ways to remove barriers to delivery and influencing decisions to support the programme objectives.
  • Provide regular reporting, including analysis and evaluation of progress and the current and future status on the programme and respective projects to the respective management and political functions.
  • Develop and maintain momentum for this major programme, gaining buy in from Senior Leaders, Politicians and the wider organisation to ensure the implementation of the programme moves at pace. Including but not limited to; potential attendance at Joint Management Team (JMT) and Public Health management teams to provide updates and gain agreement of key decisions.
  • Keep abreast of changes in national test and trace initiatives, to ensure that proactive planning and process are in place to allow a swift adoption of any responsibilities for the Council.

The successful candidate will be educated to degree level/equivalent and hold a professional qualification in Project Management or equivalent experience.  An expert knowledge and understanding of project and programme management systems and processes and a track record of successful application are required, ideally gained within public sector.

The role requires coordination and direction of the programme, together with helping to deliver the programme outcomes and undertake operational work as necessary.  Flexibility on hours is required, to include weekend and evening work if project deadlines dictate, and the ability to travel to and work at different locations as required.
