We are seeking a Senior Technical Services Compliance Officer to join the team at Northamptonshire County Council. The post will be required at the latest until April 2020 that is unless the merging of the unitaries changes this position.

  •  Implement and support the ongoing programme of in depth condition surveys in respect of County Council owned property as part of the Government agreed Asset Management process. Collation and analysis of information for the Asset Management Plan Register to ensure that all relevant technical, financial and Statutory Regulatory data is included and make recommendations and budget forecasts so that decisions about the maintenance, management and development of the property/s can be made on a sound satisfactory informed basis and to carry out those duties as a Professional and Responsible Person (as defined in various Statutory Instruments relating to building services).
  •  To act as the designated duty holder on behalf of the Council in relation to Asbestos and Water Management as defined in Statutory Instruments.
  • To provide professional technical support for routine and Emergency situations. Provide technical advice, recommendations and budgetary forecasts to the contractors or colleagues and Manager. Organise work orders and direct contractors ensuring they carry out works in a safe, proper and secure manner. Monitor and ensure Contractors’ standard of work comply with instructions and specifications provided.
  •  In response to client requests, appraise, analyse and identify potential problems, propose technical solutions, prepare specifications together with supporting budget forecasts to enable bids for funding to be submitted and works carried out.
  •  To contract manage all hard facilities (asbestos, radon, water and fire) Term Maintenance Contracts (TMC’s) to ensure the highest standards of delivery are maintained and to report on their performance against specification.
  • To support the resourcing strategy when using external specialist surveyors to carry out Asset Management Plan surveys to monitor their performance, review and appraise their findings assessing the quality of their surveys.
  •  To liaise with and direct external consultants to carry out detailed technical briefings, reviewing scheme proposals to ensure that the County Councils Policies and objectives are met.
  •  To develop excellent stakeholder relationships with service group users, suppliers, partners and other customers to ensure that NCC objectives are delivered and customer division expectations are managed to a high standard.
  •  To prepare specifications (works and maintenance), develop small works projects, review and comment on contractor design proposals, undertake technical audits and defects analysis to achieve best use of assets and value for money.
  •  To provide a high level of technical / professional advice to all Property Asset Management colleagues and service users at all levels within the organisation to ensure that properties are fit for purpose, and compliant with statutory regulations.
  •  If required support and advise the procurement team, carrying out PQQ and ITT evaluations.
  • Develop, monitor and review Framework Agreements and Term Maintenance Contracts. Achieve timely and successful delivery of agreed goals and performance measures so as to maximise value for money within available budgets.
  •  Act as designated authority for approving appropriate expenditure.
  •  Demonstrate awareness and understanding of equal opportunities and other peoples’ behaviour, physical, social and welfare needs.
  •  Ensure that reasonable care is taken at all times for the health, safety and welfare of themselves and other persons, and to comply with the policies and procedures relating to health and safety within the department.
  • Carry out any other duties which fall within the broad spirit, scope and purpose of this job description and which are commensurate with the grade of the post.

This job description reflects the major tasks to be carried out by the post holder and identifies a level of responsibility at which they will be required to work. In the interests of effective working, the major tasks may be reviewed from time to time to reflect changing needs and circumstances. Such reviews and any consequential changes will be carried out in consultation with the post holder.

  • Educated to minimum HNC/HND (level 4) in Construction or Facilities Maintenance or agrees to complete an Apprenticeship Degree
  • Higher level nationally recognised Health & Safety qualification – eg NEBOSH or agrees to complete relevant qualifications.
  • Legionella Control “Certificate of Competence” from the British Institute of Occupational Hygienists (or similar) or willing to complete relevant construction and facilities management courses.
  • Demonstrable competence to fulfil the role of Responsible Person as defined in said instruments.
  • Considerable experience and understanding of Buildings and their construction.
  • Experience of Project Management
  • Experience of designing for Services installations.
  • Experience of contracting and contract law relevant to construction and facilities management.
  • Experience of procuring and managing external contractors to ensure high quality service provision.
  • Experience of operating within financial constraints and procuring services within best value principles.
