About the job:

We are seeking a Senior Planning Officer to be responsible at a senior level for dealing with planning applications which are decided by the County Council and supervising other staff involved in such work. In addition there will be the opportunity to work on policy development or influencing new plans and major applications at district level.

The Planning and Development Section covers a wide range of issues for the Council. It deals with the planning applications for which the County Council is responsible – the Council’s own developments and minerals and waste matters. It is developing a review to the Minerals and Waste Local Plans. The Section provides the focus for the County Council’s response to major developments and district local plans across the county and is working with the district and borough councils on strategic growth for Suffolk. It also leads the Council’s contribution to Nationally Significant Infrastructure Projects – Suffolk has the highest number of these of any local authority in the country.

The intention for this post will be to work on both development management and forward planning responsibilities. The balance of this work will change over time. Initially it is likely that this will lean towards development management.

This work will include:

  • To assist in the determination of planning applications for minerals & waste developments and for the County Council’s own development. This will include the presenting cases at Development Control Committee
  • To supervise the work of other planning officers where appropriate
  • To support the Development Manager, Planning Strategy Manager and Head of Planning on various tasks.
  • To carry out broader development management functions as appropriate.
  • To provide a pre application advice service to applicants to enhance the quality of planning application submissions.

However, the post will also support the Planning Strategy Manager in managing projects dealing with forward planning matters. It is likely to deal with the County Council’s input to major development proposals and policy development. This would involve the supervision of the work of other staff in that team and/or managing the input of staff from elsewhere in the Council into projects.

  • Able to produce clear, concise reports on a range of subjects within relevant timescales.
  • Knowledge of the operation of the minerals and waste industry.
  • Ability to demonstrate an understanding of design issues as they apply to public buildings and examples of application of this knowledge in a real situation.
  • Up to date knowledge and expertise in planning policy and case law.
  • Evidence of sustained commitment to Continuing Professional Development as required by Chartered Institute.
  • A degree in town and country planning or an environmental/political degree with some experience of planning policy or development management.
  • Broad understanding of the legal, technical and political framework within which the planning service operates.
  • Experience in managing a planning application case load.
  • Experience of dealing with complex and contentious planning applications and of preparing reports for committees and/or inquiries.
  • Experience of working collaboratively with a range of stakeholders to develop shared solutions to complex problems.
  • Experience of giving evidence at public Inquiries or hearings or preparing written representations.
  • Experience of working effectively in a political environment.
  • Holiday entitlement of up to 31 days per annum, pro rata (including bank holidays).
