About the job:

We are seeking a Senior Planning & Infrastructure Officer to update planning-related guidance on developer contributions, negotiate and manage Section 106 developer agreements, and effectively liaise between teams and professionals within Suffolk County Council as well as District and Borough Councils in Suffolk.

  • To programme and monitor the corporate resources, particularly as the highway authority, that are required to effectively input corporate professional advice to local planning authorities in a timely manner;
  • Assist Development Contributions Manager with the coordination and preparation of responses to planning applications and other planning proposals to obtain development contributions towards the provision of essential infrastructure;
  • Ensure adequate linkage between corporate capital programmes, anticipated delivery of developments and external income streams such as the community infrastructure levy, and
  • Assist with updating corporate policies and processes such as supplementary guidance and foster and maintain good communication with district/borough councils on development matters.
  • Reports to Planning Strategy Manager.
  • Workload and priorities agreed with Planning Contributions Manager and Planning Strategy Manager.
  • Other directorates of the county council, district and borough councils, the Police and Health Service in terms of service delivery.
  • District/Borough Councils in relation to responses to planning applications and monitoring delivery.
  • Applicants or their agents in stating the council’s requirement for developer contributions.
  • Using existing corporate software, set up and maintain a database of proposed developments for which the views of county council departments are required;
  • Monitor the corporate roles and responsibilities for inputting professional advice to district/borough councils;
  • Prepare timely responses to, or reports on, planning applications on which SCC has been consulted including requests for development contributions;
  • In liaison with district/borough councils, monitor the likely quantity and phasing of new developments and report on the programming for delivery;
  • Input into service areas to ensure that projects, financial programmes and service strategies are in place and are aligned to the likely delivery of future development, and
  • Using spreadsheets, prepare a financial position of the corporate requirements and coordinate programme between services and district and borough councils.
  • Has a reasonable degree of autonomy within objectives set jointly by the Planning Contributions Manager and Planning Strategy Manager, to whom this post would report on a regular basis.
  • Works within a broad service and policy framework.
  • Project management of corporate inputs into live and forthcoming planning applications.
  • Establishing a common programme of likely future development for service areas to develop projects, financial programmes and service delivery strategies.
  • Input into pre-application discussions and formal consultations on planning applications where development contributions are considered to be necessary.
  • Knowledge and experience of future development throughout the county;
  • Important information-sharing role across departments and organisations;
  • Project management of corporate resources to align with needs;
  • Provides an opportunity to be involved in the planning process and to contribute to sustainable development, particularly with ensuring the delivery of community infrastructure.

Essential

  • Educated to degree level.

Desirable

  • Degree in a development-related discipline (e.g. planning, transport, housing).
  • Member of Chartered Institute such as RTPI or RICS.

 

Essential

  • Knowledge of planning law and policy.
  • Intermediate knowledge of computer spreadsheets, databases and other software.
  • Negotiation skills and knowledge of the economics of the development process.

Desirable

  • Detained knowledge of the operation of the systems governing Community Infrastructure Levy and planning obligations.
  • Understanding of transport planning and the interaction of transport/highways legislation with planning processes.
  • Operation of Geographic Information Systems

Essential

  • Confident and persuasive communicator in person and in writing.
  • Able to produce clear, concise reports on a range of subjects within relevant timescales.
  • Ability to articulate clearly to others the requirements and justification for improving processes and the need for action.
  • Ability to be assertive but to work with tact and diplomacy.

Desirable

  • Able to communicate effectively with diverse and challenging audience.

Essential

  • Experience of the planning process such as planning applications/policy formulation and implementation.
  • Experience of working collaboratively with a range of stakeholders to develop.
  • shared solutions to complex problems.

Desirable

  • Experience of setting out and negotiating development contributions with developers and the local planning authority.
  • Experience of preparing transport and highways documents such as travel plans and transport statements.
  • Experience of working effectively in a political environment.
