About the job:

We are looking for an experienced Payroll Advisor to work for Suffolk County Council in a senior capacity within the Payroll team, you will directly report to the Payroll Manager and responsible for providing effective, efficient and proactive payroll service to Suffolk County Council, clients and their employees.

  • Organise and manage the payroll cycles.
  • Manage workload priorities to meet tight payroll deadlines.
  • Undertake a full range of varied and complex duties within SCC’s frameworks and policies.
  • Have a good working knowledge of statutory legislation covering payroll administration.
  • Assist the Payroll Manager with P11d and other statutory yearend requirements.
  • Manage data imports, salary sacrifice schemes, auto enrolment including re enrolment, RTI submissions (FPS/EPS/EYU) and the lease car process.
  • Oversee service updates and improvements in relation to the Payroll system/software as and when required ensuring statutory and contractual obligations are accurately met.
  • Be point of escalation for the team and be instrumental in the resolution of high-level queries.
  • Be able to cover other payroll team members in their absence to maintain service delivery, to include but not limited to; journals, invoicing and pay-overs.
  • Support and encourage the team to develop to their highest potential.
  • Develop a customer centred approach where we are actively looking for appropriate and workable solutions to support the organisation in delivering its goals and priorities.
  • Utilise advisory and guidance skills to persuade others to adopt/follow policies, procedures and processes, coupled with the ability to negotiate with a wide range of customers in difficult situations.
  • Maximise available technology, intelligently and in a way that adds value to both customers and HR.

Specialist knowledge, skills and experience:

  • Proven experience of managing a range of projects in addition to carrying out day to day activities.
  • Knowledge and practical application of legislation, statutory guidance and best practice in relation to a payroll function.
  • Experience of providing comprehensive advice and guidance on more complex and escalated payroll issues.
  • Proven experience of effectively deploying resources to ensure that relevant deadlines, delivery targets, agreed outcomes are met or exceeded.
  • Ability to identify and resolve specialist/technical issues relating to customers.
  • Conduct analysis and reconcile complex data in a variety of ways.
  • To assist and or lead in the implementation and delivery of identified solutions.
  • Demonstrable experience in a specialist / technical environment.
  • Demonstrable experience in the use of specialist tools and techniques.
  • Experience of an advisory role.
  • Additional requirements
  • Good attention to detail.
  • Experience with iTrent and Senior Payroll experience is essential.
  • Appropriate knowledge of Microsoft Office or equivalent
  • Can communicate effectively to convey technical and complex information appropriately, to a wide range of people.
  • Openly shares knowledge with others and actively seeks opportunities for people to develop and progress.
  • Has a flexible and collaborative approach, working within/between teams, organisations and customers to achieve successful and agreed outcomes.
