About the job:

We are seeking a Senior Local Test and Trace Operations Manager to help support Cambridgeshire County Council’s covid-19 response.

As Senior Local Test and Trace Operations Manager you will be responsible for managing a professional and credible operational delivery of local Covid-19 testing pathways across Cambridgeshire and Peterborough, managing the local Covid-19 lateral flow testing service predominately- although this may need to flex in response to changes in national policy. This will include managing logistics, carrying out ongoing ongoing analysis of performance data, making recommendations, ensuring appropriate governance, health and safety and risk management.

Delivering a service fit for purpose structures within time and budgetary constraints. Maintaining a critical overview of all the components within test and trace, leading and giving direction to the Operations Leads  and Team Mangers providing direction to the team and advising on complex elements. Ensuring that risks are identified and managed across test and trace but particularly on site in relation to both the workers on site and the general public within DHSC  framework and the wider organisational context, and ensuring customer outcomes are achieved.

Being an ambassador for the service the wider organisation, making sure that service plans in the business area supported take into account the organisational and local workforce strategy requirements and plans.

This role will require regular weekend working and may require occasional evening working. Hours are fixed.

Work may need to be undertaken remotely or face-to-face.

The suitable candidate will need to be able to travel to and between test sites on a regular basis.

  • Take the lead and be responsible for the safe, efficient and effective day-to-day general operational management of local contact tracing and testing services within the local test and trace programme, making decisions, providing solutions and/or advice to staff in response to pressures that may affect service delivery.
  • Provide direction and support to the Operational Leads and team leads within the testing service, and operational partners around operational issues.
  • Analyse, monitor and review the services in conjunction via performance reporting/metrics and quality tools. Act act on the information making recommendations to ensure continual delivery of a safe and high quality service.
  • Determine the best means of satisfying requirements within the context of project objectives and constraints, i.e. developing solutions.
  • To investigate highly complex very sensitive complaints/concerns raised by members of the public that are recipients of testing services in a timely manner using escalation protocols where appropriate. Ensure any incidents or accidents are investigated appropriately and any necessary risk mitigations implemented.
  • Have operational oversight of risks relating to the service, ensure implementation of effective risk mitigation processes and ensure key risks are escalated to the local test and trace lead and health protection board as appropriate.
  • Ensure that all relevant Health and Safety requirements for local testing sites are being met.
  • Establish clear quality and practice standards for work undertaken by the leads and teams and ensure these are consistently achieved. Review and develop practice to enable the local test and trace offer to be agile and responsive whilst continuously improving performance.
  • Interrogate and analyse data to ensure that decisions are evidence based.
  • Ensure the effective management of resources, optimising utilisation and productivity, whilst delivering a safe, high quality service within the budget constraints of the programme.
  • Develop and maintain constructive key working relationships with stakeholder groups, partners, internal and external customers and suppliers in order to be able to provide an efficient and responsive service.
  • Where appropriate represent the local test and trace leads at key meetings.
  • Ensure that information on the programme and its progress and key milestones are effectively communicated on a regular basis to the local Covid-19 oversight group and Cambridgeshire and Peterborough Health Protection Board.
  • Contribute to the creation and maintenance of a positive performance management culture focused on the achievement of agreed deliverables, through the provision of performance feedback.
  • Lead on recruitment.
  • Bachelor’s Degree or equivalent in Health related field / Environmental Health related field.
  • Experience of day to day management of an operational team preferably within a Health or Environmental Health.
  • Able to manage a complex rota.
  • Experience of undertaking risk assessments relating to operational service.
  • Experience investigating complaints, accidents and incidents.
  • Knowledge and experience in Health and Safety Regulations.
  • Understanding of the need to maintain confidentiality in relation to personal data held in accordance with the Data Protection Act and Caldicott Guardianship principles. Adhere to and operate within organisational protocols and operational arrangements.
  • Accepts responsibility and accountability for own work and can define the responsibilities of others. Recognises the limits of own authority within the role.
  • Ability to have a flexible approach.
  • Excellent , effective verbal and written communication skills including a good telephone manner.
  • Ability to communicate confidently, effectively, clearly and concisely at all times and all levels (internal and senior external patterns) both orally and in writing and with own team.
  • Ability to rapidly assess information and recommend an appropriate course of action to address any issues or escalate these appropriately.
  • Act resourcefully to solve problems and move things forward without needing to be asked.
  • Proficient ICT skills including ability to effectively utilise Microsoft packages (Outlook, Word, Excel and PowerPoint) and use web-based applications.
  • Proven ability to problem solve whilst working in an unpredictable environment, often under pressure and to tight timescales and changing requirements.
  • Ability to demonstrate initiative and work independently with minimum supervision.
  • Accepts responsibility for own performance and for seeking feedback.
  • Demonstrate an understanding of the safe working practices that apply to this role.
  • Excellent organisational skills with the ability to delegate effectively.
  • Ability to rapidly assess information and recommend an appropriate course of action to address any issues or escalate these appropriately.
  • Experience of project or programme management.
  • Ability to work in a way that promotes the safety and well-being of children and young people/vulnerable adults.
