About the job:

Opus People Solutions are seeking a temporary Senior Development Management Officer on behalf of North Northamptonshire Council. This is a temporary role for an initial period of three months with possible further extensions. As a Senior Development Management Officer you will determine and process planning applications and all other matters relating to carrying out the council’s statutory and non-statutory development management functions.

To interpret and provide guidance on all planning matters for the public, council and community. You will ensure the provision of an effective Development Management Service, promoting and developing the service in accordance with Council strategy.

You will be operating with a lower level of direction, guidance and supervision by your line manager and will be dealing with householder / county matter applications, pre-application advice requests and condition discharge proposals of occasional complexity and more complex new build proposals.

This role is partly remote.

Service specific duties

  • Effectively engage with residents, businesses, developers, partners, colleagues and elected members at all stages of the planning process and other forms of applications (including major applications), to ensure that recommendations, advice and other actions comply with the council’s Planning Policies and the requirements of the Town and Country Planning Acts and/or associated Orders and Regulations.
  • Manage complex projects or programmes.
  • Share knowledge and develop best practice to ensure individual, team and relevant service objectives and targets are delivered.
  • Ensure that all correspondence and records are complete, up to date and effectively dealt with and will, where required, support appeals, enforcement action and refute negligence claims.
  • Participate in the regular review of service provision in line with the national best practice and quality standards, including where required, participation in cross function teams, and implement any required improvements effectively to ensure the ongoing efficient delivery of services.
  • Review new planning legislation and policy and make recommendations on the potential need for procedural change in service delivery.
  • Deliver excellent customer service in line with national standards and best practice, playing an active part in the delivery of a high quality service, effectively manage personal workload, and identify and achieve personal development opportunities.
  • Participate in the planning duty rota.
  • Ensure that professional knowledge is kept up to date to support provision of sound advice.
  • Prepare and present evidence for major public enquiries, planning appeals, enforcement appeals and examinations in in public on behalf of the council.
  • Provide guidance and technical input into the preparation of the Local Plan and other strategic planning policy guidance at a senior level with the minimum of supervision.
  • Oversee the work of those employees which report directly to the post, with supervisory responsibility as detailed above, in accordance with council HR policies and procedures; this will include allocation of work; reviewing and checking the standard of work; Personal Development Review’s; performance management; risk management; business continuity and monitoring attendance; and identifying and supporting any areas of development.

Ensure that reasonable care is taken at all times for the health, safety, and welfare of you and other persons and to comply with the policies and procedures relating to health and safety within the borough council.
  • Undertake learning and development as agreed in probationary reviews, personal development reviews or any other such framework in order to meet service and individual targets.
  • Carry out other duties from time to time, provided they are within the general level of responsibility of the post and within the abilities of the post holder.
