About the job:

In this role you will be responsible for the performance management and quality improvement of
a number of public health programmes and projects. The specific programmes are subject to
change over time to meet the needs of the public health department, however in the first instance
it is anticipated that the role will focus on the contract management and quality assurance and
improvement of the Northamptonshire NHS Health Check programme. This includes the
development, implementation, performance management and quality improvement of the NHS
Health Check programme as well as providing assistance in the commissioning process.

  • Support the commissioning of services to ensure delivery of the NHS Health Check programme [and
    others as required] including developing; service specifications by participating in needs analysis,
    performance management criteria by liaising with data and intelligence colleagues and quality
    improvement processes based on feedback obtained from stakeholders.
  • Contract and performance manage the NHS Health Checks programme (likely to be with either
    individual GP practices, groups of GP practices or GP Federations), the NHS Health Check IT support
    software contract and the NHS Health Check point of care testing (POCT) contract.
  • Work with providers to significantly improve awareness and uptake and reduce inequalities in uptake,
    access and outcomes of NHS Health Checks by (for example) developing evidence based templates,
    patient feedback surveys, identifying and facilitating staff training needs and ensuring regular audits of
    the programme [and other programmes as required].
  • Lead a quality assurance process with providers by appropriately presenting key performance data and
    information and developing, implementing and monitoring relevant quality improvement plans.
  • Ensure that the Northamptonshire NHS Health Check programme reflects the wider national programme
    and best practice by developing links with Public Health England, being part of relevant regional
    networks and embedding changing national and regional guidance and best practice into the local
    programme.
  • Coordinate training for frontline staff providing health checks including brief advice and motivational
    interviewing and delivering Making Every Contact Count (MECC) training.
  • Act as liaison between and with the providers of NHS Health Checks, the IT health check data company,
    point of care testing equipment providers and others as appropriate to ensure seamless provision,
    monitoring, managing, quality and future commissioning of the NHS Health Check programme.
  • Work with and support other public health contract management and quality improvement staff and
    services as required and appropriate.
  • To demonstrate awareness/understanding.
  • Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in a health role. E.g. Public Health/ DipSW/ CQSW/ CSS/Nursing – Essential.
  • Professional qualification or equivalent experience in quality improvement or performance management. E.g. Service Improvement ILM – Essential.
  • Able to demonstrate a good understanding of GP practises, community  organisations and local authority policy, statutory duties and responsibilities – Essential.
  • Able to demonstrate understanding of public health areas of responsibility,
    functions and policies – Essential.
  • Able to demonstrate knowledge of evidence based public health practice – Essential.
  • Able to demonstrate knowledge of the commissioning cycle – Essential.
