About the job:

We are currently seeing a temporary Project Manager to work within Cambridgeshire County Council to develop, manage and deliver a range of projects and workstreams within the shared services programme across Cambridgeshire County Council and Peterborough City Council.

As project manager, you will have detailed knowledge and understanding of project management, procurement and commissioning of projects, stakeholder engagement and the ability to adapt to fast paced and evolving programme.

Project management expertise

  • Provide leadership support within the Cambridgeshire and Peterborough Shared Services Programme to ensure the effective delivery of projects on time and on budget.
  • Provide advice to, and act as a centre of project management expertise within, the Cambridgeshire and Peterborough Shared Services Programme.
  • Provide detailed reports respective project and programmes boards in a timely and efficient manner ensuring at all times clarity, engagement with stakeholders, and clear requirements of project details, timings and delivery requirements.
  • Direct, guide and manage project delivery to ensure that project objectives are delivered to high quality, forecast delivery times and budget targets.
  • Lead on key aspects of project expertise within projects in order to ensure they apply the highest level of knowledge, experience and expertise are used in resolving major issues and enquiries.
  • Develop efficient and effective processes for the review of major projects, reporting to the Programme manager on slippages and forecast delivery dates across the life of the project.
  • Manage suitable project management systems to manage project delivery as required.
  • Plan, manage and lead projects, initiatives and events, ensuring the effective co-ordination and integration of organisation and service activities and securing active engagement by identified participants in order to meet project goals and the programmes objectives.
  • Devise, implement and manage systems for the delivery of projects which engage directly and appropriately with colleagues, partners and customers and where integration and co-ordination with other services and organisations is required to achieve the desired outcomes.
  • Actively contribute with colleagues across the directorate, the Council and our partners to ensure major projects are delivered in the most efficient, effective and co-ordinated manner and represent value for money.
  • Provide the programme manager with robust forward and integrated work programmes embedded with clarity in decision making, timelines, and control processes.
  • Inspire others to contribute to projects in order to see the delivery of better outcomes.

Procurement  and Contract Management 15%

  • Take responsibility in ensuring contracts are procured to maximum effect, ensuring that procurement processes are adhered to.
  • Develop tender specifications with partners to ensure that the goods and services procured meet the project needs.

Financial, and Risk/Issue  Management  15%

  • Implement Issue monitoring and management processes in accordance with corporate guidelines for each project. Ensure programme reflects all highlighted risks.
  • Ensure contractual process are fully complied with and followed

Partnership Working 15%

  • Engage fully with key partners and services across Cambridgeshire and Peterborough in order to meet the agreed objectives of projects.
  • Promote, develop and maintain effective internal and external partnerships and collaborative working with a range of stakeholders including other authorities, public bodies, voluntary and private sector organisations in Cambridgeshire, in order to ensure the appropriate level of co-ordination and integration of projects that will achieve objectives and secure optimum cost-effective joined-up working.

Ensure the regular and timely exchange of relevant information with internal and external stakeholders in order to ensure a mutual awareness.

Communication and Customer Focus  15%

  • Ensure that project objectives align with local community and business needs to deliver outcomes that align with programme objectives.
  • Ensure effective consultation processes to inform the public about proposals and seek their views, and ensure these views are presented to assist with decision making.
  • Ensure the community, businesses, Councillors, the media, partners and stakeholders are kept informed and given timely updates about progress on the delivery of projects and work programmes.

Staff Management and Development  10%

  • Impart knowledge and expertise on specific business areas through mentoring and coaching of other staff to strengthen the skill base create more resilience within teams by introducing broader training techniques.


  • A proven track record of project management on complex and challenging projects;
  • Experience of managing staff across a wide range of teams and disciplines;
  • Experience of developing and maintaining partnerships at the highest levels with other agencies as a means of ensuring project and service objectives are met;
  • Proven experience of financial and resource planning
  • An understanding of how to manage the needs of a diverse set of stakeholders;
  • Experience of developing focused strategies and prioritising actions, leading to outcomes on projects;
  • Experience of working with elected politicians and of ensuring that project and service outcomes align with broader political priorities;
  • Knowledge and up-to-date understanding of procurement, legislative and policy frameworks as they apply to the delivery of projects and services;
  • Can assimilate complex information and provide strategic and delivery reports on project and service solutions;
  • Experience of developing and assessing business cases for new pieces of work;
  • Experience of delivering presentations to a wide range of audiences.



  • An understanding of the complexities of local government and the matters affecting it;
  • Experience of delivering innovation or technology focussed projects;
