About the Job:

We are currently looking for an enthusiastic individual to take on our Project Manager role within Suffolk County Council.

As a Project Manager, you will lead the development of an extremely interesting and challenging Digital Care installation project. Ensuring the service delivery within the council is more effective and efficient. Offering high-quality, person-centred care and the best quality support within the resources available. Embracing the use of digital, technology and innovation, delivering a higher quality service to people living in Suffolk, by doing the right thing at the right time and place.

  • To manage projects that contribute to the Council’s and the Suffolk System’s major organisational change and redesign programmes and ongoing operations;
  • To successfully implement change including the forward planning, communication and governance of said;
  • To work with Programme Managers to implement their programmes and portfolios which deliver the Council’s transformation objectives,
  • To manage major projects across the Council with consideration towards the financial, people, process, ICT & asset implications;
  • To work in partnership with others in the Suffolk Systems to support the achievement of Suffolk County Council’s and wider public service aspirations in Suffolk;
  • To initiate new thinking/working and develop organisational change and redesign ideas which contribute to the Council’s overall strategic direction and progress the organisation;
  • To ensure that project stakeholders are aware of and aligning, through strong influence, their project outcomes to the near term and longer term capabilities being brought to bear as a result of organisational strategies and priorities
  • To provide advice and guidance to others in the SCC programme and project network and wider organisation on Project Management Processes and Techniques and Benefits Management to ensure an ongoing culture of cross-skilling and upskilling of the wider organisation.
  • To maintain a high level of knowledge within the Project Management specialism, and contributing to ongoing development of the specialism. To construct benefits realisation cases and track progress of benefits realisation
  • To ensure there is clarity in resource assignment and forecasting, and ensure that associated project resources are fulfilling their requirements in a timely manner and initiating corrective actions where necessary.
  • To ensure effective governance and meeting structures are in place for their respective portfolio and projects, to maintain excellent cross-council working relationships.7
  • To direct and motivate the project team, planning and monitoring projects and producing all associated project documentation, including any project change control, whilst managing project risks including the development of suitable contingency plans.
  • Educated to a higher qualification level.  Ideally Degree level.
  • Evidence of continued personal and professional development.
  • Project management professional qualifications or certifications
  • Expert knowledge in IT software
  • Extensive knowledge of project management methodologies and a wide range of related, effective, tools and techniques
  • Knowledge to lead projects in a corporate and Social Care environment.
  • Able to present information clearly, concisely, accurately to promote understanding
  • Skills to generate relationships with confidence, respect, credibility and trust.
  • Ability to direct resources, control costs and effectively manage budgets.
  • An understanding of business, technology and digital transformation as well as the interface of people, process and technology and (Desirable), experience of working with information management and technology services.
  • Leadership of large-scale projects with financial and service benefits.
  • Managing and motivating associated project resources to deliver to their full potential.
  • Ability to anticipate and manage project and achieve results through excellent judgement.
  • Holiday entitlement of up to 31 days per annum, pro rata (including bank holidays)
  • Permanent equivalent council pay rates offered after 12 weeks
