About the job:

Opus East are currently looking for a temporary Programme Manager on behalf of Cambridgeshire County Council to be responsible for designing, developing and delivery the Cambridgeshire and Peterborough Shared Services Programme in order to deliver the targets and outcomes required.

  • Utilise appropriate programme management tools and frameworks to in order to effectively programme manage this range of projects, ensuring the co-ordination, sequencing and cross cutting issues are considered and managed well and ensuring an appropriate level of oversight of the the programme risks, issues and progress is maintained.
  • Proactively and positively lead the development of high quality programme and projects, including benefits realisation plans, and be responsible for monitoring and evaluating the delivery and impact of all elements of the programme.
  • Be responsible for providing challenge and holding others to account, seeking ways to remove barriers to delivery.
  • Provide regular reporting, including analysis and evaluation of progress and the current and future status on the programme and respective projects to the respective management and political functions.
  • Maintain robust performance management and budgetary control systems that inform decision making and the delivery of value for money on projects.
  • Support the programme leads to develop the forward strategy for continued programme development.
  • Identify and undertake effective engagement with politicians across the Cambridgeshire and Peterborough system as necessary, including writing and presenting reports and information.
  • Build highly effective relationships with and between partners and stakeholders to enable them to shape and support inclusive delivery of the programme. Coordinate a clear plan for communications, utilising the most relevant methods for stakeholders
  • Recruit, lead, develop and empower the Project Manager(s) to successfully manage and deliver the projects within the programme.
  • Be responsible for resource identification and allocation, and ensuring that clear and transparent high quality budget monitoring and procurement arrangements are in place.


  • Knowledge and understanding of local government.
  • Knowledge and understanding of project programme management systems and processes.
  • Able to work autonomously and contribute practical and innovative ideas.
  • Ability to understand current issues and where practicable foresee future issues, political sensitivities, policies and developments and develop appropriate strategies.
  • High standard of written and spoken English.
  • Ability to plan and prioritise complex and effective programmes of work, and identify issues and implementable and creative solutions.
  • A confident communicator, experienced in dealing with a wide range of partners and stakeholders. Able to deliver  presentations to wide audiences.
  • Able to sustain high performance during times of change and uncertainty.
  • Appreciation of different viewpoints and able to demonstrate appropriate political astuteness.
  • Ability to obtain acceptance/agreement; effect behaviour change and broker agreements.
  • Experience of leading change programmes.
  • Experience of Programme Management of diverse and complex portfolios.
  • Experienced in pulling together plans and strategies to ensure delivery.
  • Experience of working across sectors and forming strong relationships.
  • Ability and willingness to work flexibly, including travel to and work at different locations as required.
