About the job:

We have an exciting and unique opportunity to join Suffolk County Council as an Organisational Development Lead.

You will work within the HR management team, to facilitate the development of a workforce which is ‘fit for the future’.

This roles purpose is to drive and influence cultural change within the Council, our partners and wider stakeholders to deliver the vision, priorities and objectives of Public Service transformation within Suffolk.

You will play a significant role in delivering the Council’s budget gap (£156M 2014-18) by delivering people related savings and transformational activity across the organisation and wider Suffolk System and promote a positive environment for partnership working which spans a number of organisations. You will also be required to take a strategic overview of organisational transformation; its impact on Council services and people.

  • Work with the HR Management Team to design and deliver the HR / People Strategy.
  • Design, develop and lead the implementation of strategies and approaches as part of the overall HR/ People strategy, which add value, “stick” and have a powerful vision e.g. designing overall engagement approaches rooted  in workplace psychology.
  • Accountable for specific programmes of work such as the creation of new organisational models which span a number of organisations
  • Identify and mitigate risks and significant issues associated with the transformation of public services, requiring high level influencing and coaching of senior leaders across a number of organisations.
  • Creator of internal conditions and frameworks to transform the way in which local services are delivered to the people of Suffolk e.g. designing a new council.
  • Drive and influence culture change by aligning support frameworks to organisational priorities / goals.
  • Evaluate the impact of people strategies against agreed criteria.
  • Take the lead on resolving complex employee relations issues / negotiations in relation to people strategies which mitigate corporate risks or create opportunities.
  • Persuade senior politicians and Directors to take action to sustain such approaches.
  • Work with the HR Management Team to prioritise HR resources across the full service
  • Lead and/or contribute to matrix teams with people from all areas of HR as well as those from other services e.g. Business Development, Workforce Development.
  • Support the rest of Resource Management to be a transformational partner to the rest of the Council.
  • Champion specific short and long term programmes as defined by the HR plan.
  • Contribute to the development of the HR/ People strategy, policies, plans and processes across the full spectrum of the service, anticipating future potential changes.
  • Experience of implementing change strategies and plans.
  • Experience of effective partnership working.
  • Experience of having commissioned and/or delivered change/ transformation programmes.
  • Experience of developing and implementing innovative policies and practices.
  • Evidence of programme and project management linked to cultural change.
  • Demonstrable experience in an OD, HR or change management roles
  • High level interpersonal skills with credibility to operate effectively with CMT, other senior leaders and external leadership teams.
  • Ability to quickly grasp organisational contexts, goals and drivers.
  • Ability to undertake strategic analysis – cost benefit analysis, risk analysis etc
  • Very highly developed influencing and persuading skills across a diverse set of stakeholders, ideally across a number of different organisations.
  • Chartered member CIPD or relevant equivalent skill/experience.
  • Educated to degree level or equivalent.
  • Good knowledge of OD theory and practical approaches to implementation.
  • Excellent negotiation skills across a diverse set of stakeholders covering contentious issues.
  • Holiday entitlement of up to 31 days per annum, pro rata (including bank holidays).
