About the Job:

We are currently looking for an enthusiastic individual to take on the exciting opportunity of an IT Manager within Suffolk County Council.

As an IT Manager, you will provide proactive management and a high intellect within IT to deliver the Technology Strategy through driving change. Whilst working collaboratively with other members of the IT Management Team.

  • You will be at the forefront of managing change, leading high quality and effective ways of working and managing staff, resources and projects to achieve the best possible outcomes for the people of Suffolk.
  • To lead on the overall lifecycle management of technology products whilst embedding a culture that supports continuous delivery, minimisation of complexity, and improving our ability to forecast and respond to fluctuating demand
  • To embed requisite processes for ensuring regular and continuous planning, trend analysis, exception handling, monitoring continuous improvements, forecasting, and financial modelling for the technology portfolio, with inputs from other Product Managers and the IT Operations Manager.
  • To manage and coordinate staffing and resourcing matters for the GHI technology portfolio, with inputs from other Product Managers and the IT Operations Manager.
  • Responsible for the leadership and management of all 2nd line and 3rd line resources and teams for all IT products within the technology portfolio.
  • To embed a robust set of support processes for 2nd line and 3rd line support with specific measurable SLAs and corresponding management information and reporting.
  • To proactively identify and report any operational trends that give rise for concern, for example, an increased number of errors or user exception reports.
  • To work closely with other Product Managers and IT Operations Manager with respect to license management, change management, contract management, disaster recovery planning, problem management, service transition, cyber security and overall service management and delivery.


  • Educated to degree level, or equivalent work experience.
  • Evidence of continuous personal and professional development.
  • Evidence of IT service management qualifications, such as ITIL, or equivalent work experience
  • Management qualification
  • Degree in a computing discipline
  • Qualifications in continuous delivery and product management methodologies such as Scrum and Kanban
  • ITIL v4 Master qualification

Skills & Experience:

  • Significant experience and knowledge of managing a multi-disciplinary technology team.
  • Significant experience of shaping, influencing, and implementing organisational and service-specific business plans and strategies, and applying technology capabilities to help execute strategies.
  • Subject matter expertise, significant experience, and successful track record, in the delivery of frontline technology and technology-enabled services
  • Experience and knowledge of agile methodologies such as Scrum and Kanban
  • Experience or knowledge of Product Management and DevOps disciplines
  • Interpersonal skills enabling engagement at all levels across the organisation.
  • Management skills and experience, ability to generate relationships with confidence, respect, credibility and trust.
  • Ability to motivate and develop staff in a performance-focused organisation.
  • Holiday entitlement of up to 31 days per annum, pro rata (including bank holidays)
  • Permanent equivalent council pay rates offered after 12 weeks
