Purpose of the role:

The Commissioning, Quality and Outcomes service has three key market areas of focus in relation to its contracts and quality monitoring:

– Older people services
– Inclusion services
– Joint Provider and Community services

Reporting to a Commissioning Quality and Outcomes Service Manager for a specific market, the post holder is responsible for the development, implementation and management of the commissioning, contractual and quality aspects of all relevant contracts within their market area in line with the service strategy.

  • Lead on the development of the strategic commissioning intentions of the Council and for client cohorts reflecting these in all commissioning and market shaping activity.
  • To map the availability and capacity of the current services within Northamptonshire for key client groups and customer cohorts and make recommendations on what is needed to both support existing and new providers to feel competent and confident to meet the needs.
  • Lead the development implementation and management of appropriate commissioning, contract models and performance and quality measures across a range of service providers ensuring that services are effectively commissioned and providers adhere to contractual/ SLA terms and conditions and that positive outcomes for service users and carers are achieved, meeting key performance outcomes as set out in each contract/SLA.
  • Commission services in line with agreed priorities, assuring that commissioned services meet specified needs, deliver safe and high quality provision, fit within agreed financial frameworks and establish clear and agreed contract and service specifications, outcomes and performance measures.
  • Establish a robust schedule of contract review and monitoring cycle and ensure that a forward view of all contract extensions, renewals and procurements are managed proactively and in a timely way within the councils constitutional regulations and SORPs.
  • Provide capacity and support in response to provider failure as and when required to ensure the service meets its duties under the Care Act.
  • Leading the management of relationships with contracted and internal providers, stakeholders, regulators and service users in managing compliance and delivery of good quality services.
  • Leading the use of contractual frameworks to effectively manage performance of providers and de-commission those services that fail to meet quality or compliance standards and the re commissioning service mobilisation management.
  • Ensuring robust performance management and understanding of market costs, trends and benchmarks for services using suitable tools, databases and templates to ensure consistency and transparency of information to inform the service and planning.
  • To ensure effective strategic planning (involving all stakeholders) to deliver population needs assessment, commission strategies and market shaping strategy for older people. This will include working with current and future customers and their families to fully understand what is required.
  • Demonstrable experience of the specialist technical knowledge of contracts management including advising on contractual models and specifying quality and performance frameworks
  • Evidence of managing teams to effectively plan, manage and prioritise work and meeting deadlines
  • Experience of managing a range of staff, setting clear priorities and objectives and negotiating and implementing effective outcomes
  • Management experience in either a social care or health care setting involving contracting and management of performance and quality assurance issues
  • Experience of managing large budgets.
  • Experience of working within a multi-agency safeguarding or health governance policies and procedures.
  • Knowledge and understanding of risk assessments and managing risks and taking appropriate mitigating actions
  • Knowledge and understanding of Information Governance and Data Protection and the ability to embed and manage in service delivery
  • Adult Social Care – Essential
  • Contract management frameworks or in another relevant sector -Essential
  • Evidence of Continuing Professional Development – Desirable
