HR Business Partner

As HR Business Partner (Organisational Change) will work closely with services to build strong relationships with managers and staff to understand the services they are supporting. This role is a short-term appointment to provide HR support to major organisational change .

  • Advise managers on HR interventions and good practice early in the process of proposed changes to manage risk and improve outcomes, taking a proactive role in managing change.
  • Advise and support managers in the application of HR policies and procedures and terms and conditions of employment, taking into account local context and provide specialist HR advice with respect to organisational change.
  • Support managers in the operation of reorganisation processes, including redesigning structures, union consultations, meeting with teams and responding to individual queries.
  • Ensure that services comply with employment legislation, particularly in relation to change.
  • Support managers in considering how to fill vacancies, making sure redeployment opportunities are maximised or whether to take the opportunity to do things differently, and to consider the need for talent management and succession planning.
  • Encourage managers to manage to ensure a smooth transition to new structures including development opportunities to provide a solid platform to build on.
  • Provide accurate and timely workforce data to support service redesign and organisational change.
  • Advise managers in relation to ensuring effective employee engagement during change, including maintaining constructive relationships with the unions.

  • Graduate of Chartered Institute of Personnel and Development (QCF Level 5) with evidence of regular and recent CPD to maintain knowledge plus significant post qualification experience in HR work.
  • Good understanding of employment law and ability to interpret and advise managers and staff on how to implement/manage risk
  • Able to assimilate and interpret large amounts of complicated information or data in order to provide clear and concise advice
  • Demonstrable ability to communicate effectively with staff at all levels in the organisation, including sometimes complex and often sensitive information
  • Able to write clear and concise reports and presentations
  • Able to build and maintain strong relationships with managers, staff and unions
  • Able to negotiate, influence and persuade others to adopt a particular course of action.
  • Able to delegate effectively
  • Competent in the use of Microsoft Word and Excel for formal letter writing, report writing and analysis and reporting of data.
  • Able to make decisions in a timely manner with the right amount of information
  • Able to prioritise workload and achieve required outcomes, managing expectations and setting realistic goals
  • Able to problem solve and provide solutions to complex HR issues
  • Confident to challenge managers and staff and propose actions that may not be welcomed
  • Able to lead projects and/or work as part of a team.
  • Experience of active involvement in change management, providing advice and support or leading a project
  • Evidence of a track record in providing effective HR advice and support to managers and staff over an extended period of time
