About the job:

On behalf of North Northamptonshire Council, Opus People Solutions are seeking a temporary Housing Options Advisor to complete a temporary assignment for a period of four weeks or more. You will work within a busy Housing Options team to deliver all services relating to the council’s statutory homeless function. This will include, but not limited to, dealing with triage, assessing applications, homeless emergencies and arranging temporary accommodation.

Hours of work are 8:40am to 5pm, Monday to Friday. This role can be carried out remotely.

The duties will include an out of hours call out service by telephone only on a rota basis (average once per month) with additional expenses paid at £147.46 per 7 days (Wed to Tues) with £15 per call. Bank holiday rate is treble time per day with £30 per call.

  • Responsible to the Housing Options Manager for assessing and advising housing applicants in accordance with the Council’s Keyways Housing & Allocation Policy: achieving performance standards and targets; delivering service improvements and cultural change within the council’s policies and procedures.
  • Deliver and sustain significant improvement in managing homeless cases, making decisions that adhere to council policy, statute and associated guidelines. Where necessary arranging and administering temporary accommodation according to the needs of the applicant and as available.
  • Develop and maintain contacts with other agencies, including private and voluntary sectors to obtain and provide a diversity of opportunities for those in need of housing and to continue to develop a comprehensive advice service on housing and associated problems.
  • Attend any forums/working parties to ensure the continued improvement to the quality of customer service.
  • Visit, interview and advise applicants at their home and / or in the office on their requirements and assess their living conditions in accordance with the council’s Keyways Housing & Allocation Policy and to ensure maintenance of an accurate housing register. Be responsible for assessing and awarding additional priority where necessary in relation to housing need and the reasonable preference categories.
  • Visit, interview and advise service users and their households regarding prevention methods for homelessness situations through pro-active case work, research, partnership working and mediation.
  • Research and provide evidence and statements to support any cases brought forward for review or complaint. Attend court for judicial review on homeless cases as and when required.
  • Proactively maintain contact with applicants to ensure the council has a full and current understanding of all applicants’ needs and circumstances.
  • Identify, provide reports and make recommendations for cases that require special consideration or cannot be assisted by the council’s Keyways Housing & Allocation Policy or require specialist input.
  • Establish and maintain monitoring to include all local and national indicators, including the statutory returns to the CLG.
  • Research, market and implement new schemes and projects as directed, including internal system upgrades and maintenance.
  • Provide robust and accurate advice and information to customers. Positively promote high standards of customer care.
  • Assist with Best Value work as required. Assist in training, policy review and any production of publications.
  • Maintain a working knowledge of management systems, procedures and computer software appropriate to the duties and responsibilities.
  • Comply with the Council’s Standing Orders. Financial Regulations, Health and Safety requirements and other operational procedures and targets. Assist in the claims for funding from the CLG and all research, implementation and monitoring of the expenditure.
  • Achieve continuous service improvement through, effective team communications, the optimisation of resources, the encouragement of initiatives and good professional practice/management skills. Be actively involved in driving up performance including target and objective setting.
  • Maintain high standards of safety for both staff and public as appropriate: contribute to reviewing processes.
  • Carry out all reasonable allied duties to the above within the context of service responsibilities.
