About the job:

As Head of Procurement for Cambridgeshire County Council through Opus Cambridgeshire, you will
inject fresh ideas and pioneer new ways of working to the Service aligned to our corporate priorities. Review the current needs and spearhead change that can make real impact in the way services are procured across Cambridgeshire.


In October 2020, the LGSS procurement service repatriated back to CCC and therefore CCC now has an in-house procurement service. The procurement service is undergoing a period of transition which presents an opportunity to reshape the way the service is delivered.


The repatriated procurement team (repatriated from LGSS to CCC) has individuals that are CIPS trained with vast knowledge and expertise in procurement and specifically contracts and procurements within Cambridgeshire. This is invaluable given the recruitment challenges for local authority procurement officers. Their role within LGSS has been to support services on providing high quality advice on procurement approaches and compliance with regulations and council rules.


CCC works very closely with Peterborough City Council, which has a procurement service provided by Serco. The repatriation presents an opportunity to harmonise working practices and allow knowledge sharing and informed joint decision making to lead to greater outcomes.


Opportunities need to be maximised from the situation this presents, a review of the organisation’s needs from its procurement service and to shape a service that is not only positioned to tackle the current challenges, but to have the skills and strategic direction to tackle the future challenge and optimise the opportunities presented by issues such as EU Exit and more structure communities.

This position is for three months initially/covering a vacant position.

Remote working from home during Covid/normal office base Shire Hall, Cambridge

  • Ensure systems and process are in place beyond 31 March (after departure of NCC resource) to ensure compliance.
  • Champion greater harmonisation with Serco and lead on implementing joint processes and procedures (this is a significant piece of work).
  • Review organisation needs from procurement and present proposal for future working arrangements that will drive better procurement outcomes for CCC.
  • Embed any post Brexit procurement regulation changes to CCC.
  • Lead implementing other policy and regulatory changes and taking the opportunity to explore further alignment of policy between PCC and CCC.
  •  Imbed Council priorities relating to procurement such as opportunities for carbon reduction measures and social value outcomes within our procurement protocols.
  • Support an innovative procurement hub that brings together intelligence of procurement techniques and best practices across the UK and beyond.
  • Implement processes to assess spend (aligning to contract register) to assess success of performance against actual spend.
  •  Ensure that our procurement team have the latest information about how authorities need to comply and some of the pioneering practices that local authorities are adopting.
  • Drive the CCC Procurement Team to be more proactive in its approach to procurement and help the organisation how and when services should access procurement support.

The successful candidate will be CIPS qualified, have worked at a similar level previously and have a vast knowledge/expertise in procurement, ideally gained in Local Government, specifically contracts and procurements.
