About the job:

As a Flood Risk Officer, working for Cambridgeshire County Council through Opus Cambridgeshire, you will carry out and publish winter 2020/21 LLFA flood risk investigations as required under section 19 of the Flood and Water Management Act 2010 and by the policies and processes of Cambridgeshire County Council.

Remote working, with site visits will be required across Cambridgeshire.


  • Use desktop and site based information and information collected from communities to carry out section 19 flood investigations to provide information on the source and cause of the flooding and on any actions taken or to be taken by the responsible risk management authorities.
  • Liaise with the communities/councillors in an area to gather further information/answer questions as required.
  • Maintain our existing good relationships with partner authorities, collect and share data and knowledge with our other RMAs to support the flood investigation.
  • Where relevant organise for surveys or further investigations to be commissioned to enable data gathering.
  • Where relevant investigate if potential breaches to relevant sections of the Land Drainage Act 1991 have occurred and liaise with the Principal Officer and business Manage to determine the best approach for enforcement action.
  • Make recommendations for appropriate RMA, community and other partner actions.
  • Complete a Flood Investigation Report that is of high quality and can be published in the public domain.
  • Dependent on time and workload within the 13 weeks, where an enforcement case needs to be opened, commence proceedings with the landowner via written letters and under the guidance of the Principal Officer.
  • Respond professionally to all enquiries from the public, from professional and private bodies and from Council Directors and Councillors by phone, letter and email, in line with corporate procedures.
  • Use and maintain the flood team’s incident records, database and GIS records as required as part of your daily work, to enable accurate data tracking, retrieval and management of team data.

The successful candidate will ideally be educated to degree level or equivalent and must have a working knowledge of the Flood and Water Management Act 2010 and the Land Drainage Act 1991. An understanding of the different types of sources and causes of flood risk, the functionality of traditional and sustainable drainage systems and technical understanding of the need for land drainage consents and procedure, together with a practical knowledge of working and negotiating with engineers, planning authorities, developers, members of the public, councillors and technical stakeholders is required.
