About the job:

Opus People Solutions are seeking a temporary Development Management Officer on behalf of North Northamptonshire Council. This is a temporary role for an initial period of three months with possible further extensions. As a Development Management Officer you will determine and process planning applications and all other matters relating to carrying out the council’s statutory and non-statutory development management functions. To interpret and provide guidance on all planning matters for the public, council and community.

You will be operating under a medium level of direction, guidance and supervision by your line manager. You will be dealing with householder/county matter/commercial applications, pre-application advice requests and condition discharge proposals of moderate complexity and simple, small scale new build proposals. You may also be required to deal with major applications.

This role is partly remote.

Service Specific Duties

  • Comply with the council’s policies and procedures including (but not limited to) safeguarding, financial regulations, promotion of equalities and customer care and agreed audit actions. Ensure that reasonable care is taken at all times for the health, safety, and welfare of you and other persons and to comply with the policies and procedures relating to health and safety within the borough council.
  • Share knowledge and develop best practice to ensure individual, team and relevant service objectives and targets are delivered.
  • Ensure that all correspondence and records are complete, up to date and effectively dealt with and will, where required, support appeals, enforcement action and refute negligence claims.
  • Participate in the regular review of service provision in line with the national best practice and quality standards, including where required, participation in cross function teams, and implement any required improvements effectively to ensure the ongoing efficient delivery of services.
  • Review new planning legislation and policy and make recommendations on the potential need for procedural change in service delivery.
  • Deliver excellent customer service in line with national standards and best practice, playing an active part in the delivery of a high quality service, effectively manage personal workload, and identify and achieve personal development opportunities.
  • Participate in the planning duty rota.
  • Ensure that professional knowledge is kept up to date to support provision of sound advice.
  • Represent the council at appeal or public enquiries, with appropriate support where necessary.

  • Undertake learning and development as agreed in probationary reviews, personal development reviews or any other such framework in order to meet service and individual targets.
  • Carry out other duties from time to time, provided they are within the general level of responsibility of the post and within the abilities of the post holder.
