About the role:

North Northamptonshire Council are looking for a Climate Change/Sustainability Officer.

As a Climate Change/Sustainability Officer your role will be to improve the environmental performance of the Council, liaising with key staff, senior management, elected members and external stakeholders, and supporting the work of the Executive Member for Climate & Green Environment. Particular focuses are on corporate carbon reduction, domestic energy efficiency / fuel poverty, renewable energy, sustainable procurement and sustainable transport. To co-ordinate the implementation, monitoring and revision of the Council’s Climate Change Action Plan and to assist with and advise on the development of the Council’s Climate Change Strategy and Carbon Management Plan.

Policy and strategy

  • Play key role in various Corporate Plan priorities, including: 1) reduce the impact our actions have on climate change, 2) encourage environmentally sustainable regeneration and growth, 3) promote the provision and use of public transport, walking and cycling as healthy, climate friendly means of travel, 4) promote healthier living and reduce health inequalities.
  • Assist with and advise on the development of the Council’s Climate Change Strategy and Carbon Management Plan. Identify and implement projects to reduce carbon emissions from the corporate estate. Work with colleagues to monitor carbon emissions from the corporate estate, reporting internally and to Government. Improve energy monitoring data quality and recording processes.
  • Represent the Council at regional and sub-regional meetings, events and seminars.
  • Feed into and at times coordinate the Council’s response to sub-regional, regional and national consultations that affect North Northamptonshire, ensuring the strategic context is conducive to sustainability and the Council’s objectives.
  • Work in conjunction with partners to combat and reduce the level of fuel poverty across North Northamptonshire.

Energy efficiency / resource efficiency / renewable energy

  • Coordinate the Council’s domestic energy efficiency work, through management of the private sector Energy Company Obligation work programmes for the private sector housing.
  • Provide advice to customers on a range of topics, most commonly domestic energy efficiency and micro-renewables, through the NHWP website.
  • Coordinate the Council’s work to comply with the requirements of the Home Energy Conservation Act (1995).

Awareness / communications

  • Keep the Senior Management Team and councillors abreast of relevant developments in the sector that impact on the local authority, e.g. Heat Networks
  • Maintain and enhance the reputation of the authority as a proactive, committed and responsible Council with regard to environmental sustainability, through action, communication and receiving awards
  • Develop and maintain an extensive, well detailed, section on the Council’s website to allow the community to understand our policies and targets. Foster links with the community through the county-wide Climate Friendly Communities programme.
  • To identify, develop and deliver, in partnership with others, environmental training and education to raise awareness both within the council and the community with the aim of ensuring that initiatives are fully understood, supported and implemented.

Other

  • Support the work programmes of the Executive Member for Climate and Green Environment.
  • Increase the Council’s resilience to the impacts of climate change.
  • Feed into design process of NNC developments and planning process for third party developments to maximise environmental sustainability.
  • Work alongside the Procurement Officer to provide support and advice on sustainable procurement of materials, goods and services.
  • Undertake any other duties as required, working in close contact with the Assistant Director of Growth & Regeneration.
  • Ensure that the Health and Safety of themselves and all others affected by their work is a priority and H&S procedures and policies are strictly followed and adhered to.
