About the role:

On behalf of West Northamptonshire Council, we are looking for a Business Analyst to be part of a permanent in-house professional corporate HR and Financial systems project management capability, providing organisational capability, resilience and value for money (VfM).

You will; deliver through the successful implementation of defined corporate projects, the desired corporate outcomes, liaise with Senior Managers, Programme, Project and Service Managers, I.T. Services, HR, Finance and other specialists, project stakeholders, clients or 3rd party providers.

You will be the first-point of contact on issues relating to the case for change, design and requirements and will work with internal development and delivery teams with the objective to ensure safe, robust, efficient delivery of a series of complex digital and analytical projects that will drive transformation, efficiencies and improve productivity within a local government shared service environment.

  • Analysis of existing  (as is) and required (to be) service management system requirements.
  • Production of business and technical process (as-is and to-be) documentation
  • Production of interface block diagrams (block-and-line diagram representing the logical interfaces that connect components within a system or system segment).
  • Identification and analysis of suitable solutions on the market that can deliver the most efficient and effective outcome to meet the business need requirements.
  • Production of Options Appraisal documentation and Outline Business Cases.
  • Production of Full/Detailed Business Cases
  • Production of Benefits realisation metrics and plans
  • Production of quality & acceptance testing criteria and test plans.
  • Production of business functional design documentation and user guides.
  • Undertake feasibility studies which investigate the impact of service business problems (high spend, bottle necks, paper based inefficiencies), service data,  identify options and, in collaboration with appropriate specialists, consider the viability and associated risks of the possible solutions from legal, organisational, technical, I.T. Systems and economic perspectives.
  • Up-to-date knowledge and experience of Corporate I.T. Financial and HR Management solutions on the market.
  • Experience in a similar role necessary
  • Elicitation and documentation of Business Requirements
  • Production of “As Is” and “To Be” process maps
  • Production of outline business case, full business case and options appraisals
  • Systems orientated (corporate/HR/finance)
  • Experienced in the production of key project and business analysis artefacts including business & system requirements, as-is and to-be business process documentation, Options Appraisals, Outline Business Cases, Cost Benefit Analysis, Risk Analysis, Quality and Acceptance Criteria, Quality Check/Test Plans.
  • Experience and knowledge of Financial I.T. and ERP Systems
  • Experience of business process analysis including use of process mapping and task analysis techniques and tools, e.g. Visio, Protos, Casewise, Popkin.
  • Experience of business process/shared services reengineering and design including process testing and user acceptance testing.   .
  • Excellent written and verbal communication skills including the ability to communicate complex issues to all audiences.
  • Proven ability to carry out stakeholder analysis and facilitate group activities such as workshops.
  • Proven ability to influence and challenge others, where appropriate, in order to facilitate business change, and to impact on organisational culture.
  • Working knowledge of business process management methodologies, e.g. SPRINT, LEAN, Six Sigma or equivalent.
  • Working knowledge of Unit 4 Business World (ERP) is extremely desirable.
  • Experience of working in a fast paced critical projects environment.
  • ISEB Business Requirements Engineering, Business Process Modelling, Business Analysis Essentials and Business Organisations
  • ITIL v3 Service Operations
  • ITIL v3 Service Transition
  • VeriSM Foundation or Professional
