About the job:

We are looking for someone to support the Children’s Services Senior Finance Business Partner, the Children’s Services Directorate and Milton Keynes Council by providing effective, efficient, timely and robust finance support services, which both provide support for the strategic direction and change of the Directorate and the regular management.

The role is career graded and an appointment will be made based on the overall level of relevant qualifications, experience and competencies.

  • Woking from home initially then working from the office 1 day per week.
  • Manage and provide financial advice and solutions; challenging on short, medium and long term resource allocation to deliver the best use of resources for the whole organisation, providing Value for Money to enable the organisation to achieve a balanced budget, through a range of approaches including the strategic re-design of services and their costs.
  • Develop financial systems and processes to ensure robust governance whilst also bringing in new methods of working through the use of business and operational process improvements.
  • Ensure that services perform their duties and functions in fulfilment of their financial statutory obligations, keeping abreast of the Council’s changing legal obligations, mandates and responsible for ensuring relevant compliance with the financial regulations and standing orders of the council.
  • Provide financial analysis to budget managers on revenue, capital and cash issues and projects. Finance Business partners assess business options; including interpreting/analysing complex financial and non- financial information, challenging behaviours of non-financial managers and communicating findings/recommendations to colleagues at all levels in order to support and make decisions reducing risks to the Council and identify potential risk issues to management.
  • Finance Business partners are responsible for developing and implementing options to achieve balanced budgets for a number of significant budget areas.
  • Provide advice and solutions to Support Service colleagues, partners and where appropriate, Councillors to improve their performance through the provision of financial support, challenging behaviours to make changes to outcomes.
  • Manage, motivate and develop staff within the team, providing support to ensure that priorities are identified, objectives achieved and to enhance the overall level of performance and morale.
  • Support the development of improved financial awareness of non-finance managers and staff through the development and delivery of management training
  • Deputise for Senior Finance Business Partners and Strategic Finance Business Partner (People) in their absence at DMT’s, Senior Management meetings and Regional Local Authority user group meetings.

  • Have an up to date knowledge of accounting policies.
  • Analytical skills and produce meaningful information to key stakeholders.
  • Local authority experience is desirable, but not essential.
  • Schools finance experience is desirable, but not essential.
  • The candidate will need to be able to work independently, using their own initiative and proactively engaging with other members of the finance teams.

Entry level for Finance Business Partner:

  • Have as relevant professional accounting qualification at least to CIPFA level 2 or equivalent with CIMA, ACCA or ICAEW.

Entry level for Assistant Finance Business Partner:

  • Fully AAT Level 4 Qualified with significant finance experience relevant to this role.
