Opus People Solutions on behalf of West Northampton County Council -(Daventry area ) are recruiting for a Planning Investigator (could be a Specialist Planner) and will also consider an Enforcement Officer to join their team on a temporary contract for 6 months, starting ASAP. The role offers [arty remote working , 37 hrs per week, please note you will be required using own laptop whilst WFH until laptop becomes available.

You will be responsible for:
Liaise with relevant Parts of Admin teams insofar as it
relates to the maintenance of the enforcement file
system.

Job purpose:
To investigate alleged breaches of planning control and
monitoring of development to ensure compliance with
approved drawings planning conditions. To monitor and
report upon compliance with Council's performance
indicators relating to enforcement matters.

Principle duties and responsibilities:

1. Respond to and investigate alleged breaches of planning control by
carrying out site visits within 3 working days of a complaint being
received (or sooner if deemed to be a high priority case) and where
appropriate instigate further ongoing investigations.
2. To report to and liase with the appropriate Area Planning Officer to
determine a suitable course of action in each appropriate case.
3. To try and resolve breaches of planning control (where possible) by
negotiation in accordance with Government advice and the
enforcement Concordat.
4. To keep offenders, complainants and other interested parties apprised
of the situation by correspondence in accordance with the timetable set
out in the council's enforcement protocol.
5. To gather evidence for and assist with the preparation of reports for
planning Committee.
6. To gather evidence for and assist with the preparation of statements for
appeals.
7. To attend hearings inquires and court to act as a witness of the Council
as necessary.
8. To provide a general advisory service to members of the public in
relation to the enforcement of planning control.
9. Assisting as necessary in responding to Land Charge Search queries.
Performance Standards:
1. To comply with the timetable set out for investigations and responses
as set out in the Council's enforcement protocol (attached).
2. To comply with nationally set out performance standards e.g. response
times for appeal submissions to the Planning Inspectorate or any
national performance indicators.
