Opus People Solutions on behalf of Oxford City Council are recruiting for an Asset Management Team Leader to join their team on a temporary contract

Overall purpose of the role:

  • To lead and be responsible for the operational management of a small team within Corporate Assets ensuring high performance, strong engagement and a commitment to continuous improvement in support of a fast paced, ever changing service area.
  • To be an effective lead member of the Corporate Assets Team delivering comprehensive property management in respect of the Council's diverse property portfolio including operational and investment properties (c. 750 properties of which c. 350 are retail).
  • To undertake client and tenant communication/consultation and leading on the commercial property management of a portfolio of properties.
  • To undertake professional activities including rent review and lease renewal negotiations and the granting of licences, Landlord consents, easements and wayleaves.
  • To deliver a lead role in rebuilding the Council's rent budget by identifying and implementing strategies to deal with tenant arrears including possible enforcement action, arbitration action under the Commercial Rents (Coronavirus) Bill and negotiation of lease restructures.
  • To be responsible for the effective delivery of allocated individual projects as required providing technical advice, guidance and leadership in support of successful delivery of service objectives.

Main Responsibilities:

  • Strategic partner - Play a lead role in developing strategies to meet service and Corporate priorities.
  • Undertake leadership and line management duties, including appraisals, performance and personal development management and training to ensure high performance and continuous learning, driving delivery of outcomes, giving regular feedback and providing coaching / mentoring to bring out the best in individuals.
  • Provide appropriate leadership support to the Graduate Surveyor to enable them to work towards achieving membership of the RICS including acting as their Supervisor for the purpose of their APC diary.
  • Partnership working - take responsibility to lead by example, engaging with internal and external stakeholders. Developing, strong partnerships through strong communication influencing and negotiation skills.
  • Project Management: Be responsible for developing projects from concept and feasibility stage through to completion, competently managing risks, opportunities, requirements, developing solutions.
  • Delegation - Provide a delegation leadership style to empower others to exercise autonomy to deliver agreed objectives in support of service delivery.
  • To carry out allocated rent reviews and lease renewals and other property management matters.
  • Play a lead role in the establishment and delivery of commercial property management services.
  • Provide professional advice to the Council on matters relating to the commercial portfolio and property management, especially in relation to landlord and tenant matters.
  • Ensure the involvement of and consultation with stakeholders in the delivery of services as required. Ensure the implementation of good/best practice principles in the area of commercial estates /property management.
  • Assist in the establishment and implementation of appropriate maintenance and improvement programmes for the Council's commercial property and other let portfolios as required.
  • Carry out day to day commercial property management duties to include:
    • Working with Finance to ensure that all rents, service charges, insurance and other payments are correctly demanded, paid and collected when due, including enforcement when necessary.
    • Completing relevant database documentation relating to ownership and tenancies when required.
    • Dealing with landlord and tenant issues, including applications for consent to assign, sublet, alter and changes of use.
    • Undertaking inspections and ensuring landlords' and tenants' compliance with lease obligations.
    • If required, assisting in the preparation of marketing materials, and re-letting of any voids within the portfolio.
    • Where required, ensuring that schedules of dilapidations, wants of repair and notices regarding breaches of covenant are dealt with promptly.
    • Liaising with tenants ensuring that a high standard of communication and service is achieved at all times.
    • To deal with allocated property matters which may include negotiating release of covenants, temporary licence agreements, and easements.

Qualifications/Experience Needed:

  • Degree level and qualified as a RICS Chartered Surveyor (General Practice).
  • Significant experience in commercial property portfolio estate management, valuation and negotiation of rent reviews and lease renewals within a Corporate Landlord framework.
  • Experience in ICT relating to property performance and budgetary management, team working with a motivating can do attitude.
  • A strong track record of providing advice on all aspects of Commercial Property Management services at a senior level within an organisation of comparable size and complexity or within a private practice environment.
  • Ability to lead, develop and motivate a diverse team to deliver excellent customer service. Demonstrating the ability to inspire, motivate and coach individuals to deliver performance targets and service objectives.
